[Prophet] Missing dependency checking on Data::Dump, missing META.yml

Looks like we weren't versioning META.yml. (Theoretically we shouldn't
need to, since it's a generated file, but it makes things easier for
people using SD/Prophet from git if we do so let's go ahead and do it.)

I've pushed a commit to fix this now.
