I also thought that the watchers and scrips table should be sufficient for
indicating who should have a mail and who shouldn't.  But when actually
trying to put the information from the 1.0 into 1.1, I found out I was
banging my wall against the head or something.  Maybe adding a Scrips
field to the watchers table might be a good solution (0 for "all
applicable", and i.e. 4 for "only correspondance")? I think
it makes a sense (not for requestors, but for other watchers anyway).

I'm btw hacking at Mail::Internet::send now, and I do have some hopes
Graham Barr will include it in his MailTools.
