* Fixes for UTF8 and other issues Blaise brought up
* "Goto ticket" has been replaced with a smart "Search" feature which
  does a pretty good job of guessing whether you're trying to go to a
  specific ticket, search for all tickets from a given email address,
  find all new/open tickets in a given queue or search for tickets whose
  subjects match a string. Thanks to Chris Reinhardt
* Cleanups to ticket editing and creation
* Updates to sbin/rt-setup-database
