I talked about this on rt-users list, but I think rt-devel is the right place.
I was using DEBIAN version of request-tracker (2.0, no multilanguage support, 
I think). Now I've downloaded rt2.1.C298, and I found the file you said.
Now I need some hints...
At first sight, I see lines "msgid" and "msgstr", so it seems the line 
"msgstr" should contain the translated version of "msgid". Right?
Things I should not touch (variables) begin with a "%". Is there anything else 
I should leave untouched?
Some more hints/docs?
