[rt-devel] Request-tracker translation to Spanish

Hi
I found some errors in my translation, here is the new diff file.
I've found that special spanish chars (such as ñ, é, etc) does not display 
correctly in the web interface. Looking RT docs, I read that RT processes 
this chars internally, so how can I make this chars visible?
Any hints would be appreciated.

BTW, how can I know if my translation has been approved? Is anyone supposed to 
process it?
