You have a quite old version of mod_perl and either a non-matching or
equally old version of libapreq installed. I'm surprised you got this
far. Also, let me repeat this passage from RT's README:
mod_perl 2.0 isn't quite ready for prime_time just yet;
We _strongly_ recommend that you use Apache 1.3 or FastCGI.
While I don't fully agree with that statement, it's still good advice. I
can't speak about FastCGI, but Apache 1.3 with mod_perl works just fine
for me (on FreeBSD 4-STABLE and 5-STABLE).
