Is commenting the following line the only option?

# grep Precedence /opt/rt3/lib/RT/Action/SendEmail.pm

  $self->SetHeader( 'Precedence', "bulk" )
        unless ( $self->TemplateObj->MIMEObj->head->get("Precedence") );
