[rt-users] unpriviledged RT2 user comment/reply

Ah, k

It would be a great addition.  It's a bit useless to be able to _view_ the
ticket, but not being able to add comments.  Perhaps something for the
wishlist :)  Add this, and you beat WonderDesk(c) :)
