[rt-users] scrip editing slightly broken in RT2-RC3

Actually, I have. Even so, only the "root" user can see the names of the 
templates on that page. My user who has ShowTemplate and ModifyTemplate
permissions is having the problem. (That user also has ShowScrips and 
ModifyScrips).
