[rt-users] User with AdminGroup can't add members to a group

We're running RT 2.0.13 with postgres 7.1.3.

I want to delegate the ability to add and delete members of groups to
another user.  When I set AdminGroup at the global level for that user,
the user can delete group members, however, when they add a member RT 1)
replies with "Member Added" but 2) doesn't actually add the new
group member.

Has anyone else seen this problem?

Any suggestions about how to correct the problem?
