I'm finding the Actions listed aren't specific enough, which is why I
want to alter the current ones to suit my needs.

For example, I want anyone CC'd on the ticket creation to be notified of
JUST creation and resolution of tickets.  Its this bit of code which
says who to send to that I'm looking for.  Any ideas?
