[rt-users] what permissions are needed to comment on user?

There isn't currently a right that can be granted to do this. It would
be a good addition.  I suspect it would take about an hour to do.
send a feature request to rt-2.0-bugs at fsck.com?  I can't really promise
when I'd get to it, but it does make sense and should happen eventually.
