[rt-users] Creating scrips without specifying templates

I've created a scrip that sets a ticket status to Open when given to someone.
Since there is no need for this scrip to send anything to the Watchers, why do
I need to specify a template during scrip creation?

It doesn't look like this hurts anything; just a bit annoying.  (I know, I
know, patches are always welcome ;-)
