[rt-users] Mail still not going out properly unless user is r oot

I believe, by default, RT does not send email to the person that wrote it.
This is,  "because requestors get really confused and annoyed when RT sends
them copies of all mail they send in".

There seems to be an issue where users can reply to tickets (they have 
the ReplyToTicket permission), but the reply is not queued for e-mail to the

requester, unless the user happens to be root. I've even tried giving a user

all permissions to a queue and the reply still doesn't make it to E-Mail.
