Apache is running as apache:apache. The relevant VirtualHost from httpd.conf
is:

    ServerName rt3
    ServerPath /rt3

    DocumentRoot /usr/local/rt3/share/html
    AddDefaultCharset UTF-8

    AddHandler fastcgi-script fcgi
    Alias /NoAuth/images/ /usr/local/rt3/share/html/NoAuth/images/
    ScriptAlias / /usr/local/rt3/bin/mason_handler.fcgi/
    FastCgiServer /usr/local/rt3/bin/mason_handler.fcgi -processes 1
