Yes I did.   Thanks for noticing.  I thought I already gave the user I've created the permission to do it.   After looking further, your right, I have not.

Did you by any chance forget to give the user permission to, create
ticket, reply to ticket, comment on ticket.

You can give these permissions to everyone one a queue, or do it
globally.
