[rt-users] per-User Timezone

In the Users table there is a Timezone attribute, which is currently
NULL for all my users.  Is this attribute actually used ?  I don't see
it in the modify user UI, and all the list discussions seem to be about
the overall Timezone setting for RT in the configuration PM.
