Here's my configuration for the Win32 binary distribution,
and the performance is rather good:

    key_buffer_size                     => '256M',
    table_cache                         => '64',

    query_cache_size                    => '4M',
    max_allowed_packet                  => '1M',
    sort_buffer                         => '1M',
    record_buffer                       => '1M',

    innodb_buffer_pool_size             => '256M',
    innodb_additional_mem_pool_size     => '20M',
);

So it looks like you forgot the first two config, which is
arguably the most critical pair.
