[rt-users] rt-3.0.8, unable to open attachements

IE gives me the ever helpful message

"Internet Explorer cannot download .... .pdf from helpdesk.intelenet.net.

Internet Explorer was not able to open this Internet site.  The requested
site is either unavailable or cannot be found.  Please try again later."

Nothing in the apache error logs or rt logs.  I'm not clued enough to see
exactly what RT is sending IE, unfortunately.
