[rt-users] a user that can 'take', but not 'steal'

I'm trying to create a "group" that I can put people into
if I want them to be able to "take" a ticket but not "steal"

I've created a group called "Group2", and then I went into RT
Configuration -> Queues -> { selected the queue } -> Group Rights
Under "User defined groups" I saw "Group2" listed and I added these bits:
		CommentOnTicket
 		CreateTicket
 		DeleteTicket
 		OwnTicket
 		ReplyToTicket
 		SeeQueue
 		ShowTicket
 		ShowTicketComments
 		TakeTicket

I did *not* add "StealTicket".  However, "Steal" still appears in the
"Reply | Steal | Comment | Extract Article" bar.

Any ideas?
