[rt-users] RT sends 2 emails

Hi

We have just upgraded from RT2 to RT3 and now RT insists on emailing users
with 2 emails to confirm the creation of a new ticket.

I have ensured the Scrips have no OnTransaction set.

Anyone any ideas ?
