Okay, after conferring with my staff, we decided to adopt Ann's plane of 
implementing phases, which we will call "state".  A custom defined field.

So now I only have 1 question before we plunge into it:

If custom scips are made to support custom defined fields, will upgrades 
break this?

Thanks for everyone's input, as it's made our job much easier here.
