[rt-users] Rt can not display user names

Don't know about Requestor, Cc and AdminCc.
Dropdown menu is dinamic. It uses current rights configuration and only 
select users with apropriate rights. I think you don't have users who 
could one this ticket. Please recheck rights scheme.
