[rt-users] E-mail tickets

Think I got everything working now, just this last thing.

When e-mailing the RT system, it gets my mail and delivers it to 
|/opt/rt3/bin/rt-mailgate --queue general --action correspond --url 

However, a new ticket is not created.

I have given CreateTicket rights to the everyone system group
