That's not correct AFAIK
RT reads both files, and if it doesn't found something in RT_SiteConfig.pm,
then it searches for this prarmeter in RT_Config.pm

When you web server starts, it reads only RT_SiteConfig. RT_Config is
only a backup of the original configuration.
