[rt-users] RT 3.4 with weird HTML within Ticket headers

I've been experiencing this,too. Haven't seen any replies or anything to
indicate anyone else had seen it. (At least it doesn't show up on
outgoing emails !) I'm trying to follow Jesse's advice and upgrade my
RTIR. While trying to upgrade to  RTIR 1.1-TESTING from rtir 1.0.5 , I'm
getting this:
# perl Makefile.PL

 Using RT configurations from /opt/rt3/lib/RT.pm:
./etc   => /opt/rt3/local/etc/IR
./html  => /opt/rt3/share/html
./lib   => /opt/rt3/local/lib
For first-time installation, type 'make initdb'.
The 'description' method does not exist in the 'inc' path!
Please remove the 'inc' directory and run Makefile.PL again to load it.

If I remove the 'inc' directory, and run Makefile.PL again, I get this:
# perl Makefile.PL

Can't locate inc/Module/Install.pm in @INC (@INC

Does Install.pm need to be put somewhere else?
