[rt-users] Owners pull down menu contains too many users

Hello,

I'm in the process of upgrading to RT3.4.2 from RT2.0.11. One small snag..

In RT 3.4.2, the Owners pull down menu (in the Query Builder) is displaying 
all privileged and unprivileged users. It contains thousands of names 
instead of only my inhouse privileged users. In RT 2.0.11, this was the 
default behavior.

Can someone fill me in on how to fix this?
