[rt-users] dedicated perl install

We use a specifically crafted Perl install (similar to the one described 
in the BestPractical wiki).  Encapsulating all of the RT dependencies 
separate from the standard RH OS/software just makes my life 
significantly easier.

The con is that you need to build and maintain it -- but Perl is pretty 
stable and you'll be updating a lot of CPAN packages anyway...
