There is nothing wrong with the RPM. Use it.
Read this stuff: /usr/share/doc/rt3-*/* Particularly README.fedora.

Your configs are here:
# rpm -qc rt3
/etc/httpd/conf.d/rt3.conf
/etc/rt3/RT_Config.pm
/etc/rt3/RT_SiteConfig.pm

If you wish to make customizations copy them from 
/usr/lib/perl5/vendor_perl/5.8.8/RT and /var/www/rt3 and in
to /usr/local/lib/rt3/{html,lib}

Use the wiki for specifics on accounts, the email gateway, etc.


BTW, the same SRPM builds 3.6.1 just fine if you grab the source.
