[rt-users] add timestamp to Header

My supervisor requested that I add a timestamp to the header so that everytime
the page refreshes, the current time shows.  I don't know why he wants it but
I'll abide.  Anyone do this before?  I assume I'd just have to use the time()
function and format it the way I need it but if someone has already done it and
can provide the code that would make things a lot simpler.
