[rt-users] new language

[Victor Sterpu]

I tranaslated the romanian language.

Can you add this file in the next versions?

In the file there are a lot off line marked with NOT FOUND IN SOURCE.

Some of there lines are not translated.

The file contains also a partial translation of RTFM.
