[rt-users] Disabling the Requirement to Steal a Ticket

RT Version: 3.4.6
OS: RHES4 2.6.9-67.ELsmp

In our environment currently, there does seem to be a need to make users steal a ticket before they pass it to another user. So, this just creates an extra unneeded step. If anyone knows how to disable the requirement to steal tickets to re-assign them, I would be very interested.
