[rt-users] Making recipients aware of other recipients

Messages sent by RT (sometimes) do not indicate who are the other
(non-Bcc) recipients of the message nor to whom copies of a reply
to the message will be sent.

What is the best way to have RT include this information in the
messages it sends out?
