[rt-users] can't quickly create ticket

Yes it's correct .. i have required ticket custom fields .. to solve it, i 
think to disable quick creation
for specific users, but seems not work.

I try to modify , from root, the user profile, chnaging body or summary 
views, but all remain the same.
