[rt-users] Turn off bcc not working?

Hi folks,
 
I know my install of 3.2.1 does NOT work as intended for this feature.  My install does exactly what the original poster's example does... the check box means nothing, even when you click on "save changes" after checking the box.

Did you click Save Changes or did you click Update Ticket
