[rt-users] Default refresh time in RT 4.0.1

Great, I understood how to do it now!

I added Set($HomePageRefreshInterval, 120); to RT_SiteConfig.pm

In both 3.8.7 and 4.0.1, you can set the HomePageRefreshInterval
config variable globally or as a user.
