I have recently done this for our RT 4.0.7 but with changing the
Create.html. Attached an patch.

You have to put this in etc/Site_Config.pm:

Set(@SkipFieldsOnTicketClone, qw(
    Owner
    Priority
    TimeEstimated
    TimeWorked
    TimeLeft
    )
);

I will send this within the next days to BPS to maybe integrate this in
RT 4.2.
