[rt-users] Read only database

Hello, 

RT 3.8.4 mysql 5.0.75 server on Ubuntu 9.04 

would like to stop all users from creating/modifying tickets. I would like users to read the tickets for archival purposes.
I am thinking of putting the  all the  database in mysql  in read only mode.
Can this be done and how ?
