RT will load files named Something_Config.pm or
Something_SiteConfig.pm found in etc directories (RT or plugins).

You may run into fascinating warnings based on what you want to
do/change, so this may not be sufficient and you may need to move to
the debian solution of having many files which are 'built' into the
RT_SiteConfig.pm.
