RT-Extension-SpawnLinkedTicketInQueue doesn't have anything to do with
the CreateTicket template you're creating below, so I'm not sure of
the relevance?

How does it not work.  When you set your log level to debug, what's in
your logs?  In particular, RT will debug log while creating links.
