the cc field is shown at the top of the screen.
this obviously looks as if the comment will be cc'd out.
maybe this field could be left out - or at least a note could be placed

i'm using debian stable and the version of request tracker is 3.0.12-7.<br>

i see that there is a package version 3.4 - as i'm setting up a new
server i think i might try to get the latest version.<br>
