What's going on is, I can login, but as soon as I navigate to a different part of RT, it asks me to login again, every time. My browser is set to allow all cookies, so I don't think it's a cookie issue. If it makes a difference, I'm running Apache and MySQL on two separate servers, but I've modified the configuration files to reflect that.
