You mention some permissions, but don't distinguish if they are Global or<br>
Queue level. It could be the Queue allows it but the Global doesn't. Also,<br>
if permissions are given via group an unprivileged user will not be able to<br>
use those rights as an unprivileged user cannot be in a group.<br>
