</div>You have too old a version of Encode. RT requires 2.21 and checks for<br>
it during install. Did you allow a system install of perl to<br>
downgrade your Encode version?<br>

perl -MEncode=5<br>
will tell you what version is installed on your server, or you can<br>
find that same information in Configuration -> Tools -> System<br>
