</div>Give your staff just OwnTicket and TakeTicket (and StealTicket if you<br>
want), so they can't set the owner to anyone else. Then you'll need to<br>
make sure that only the Owner role has ModifyTicket, since that right<br>
implies the ability to set an arbitrary owner.<br>
