I have random layout issues in IE10, but the text editor works fine if I<br>
click on the < box in the top right to expand the menu.<br>

Just tried RT with IE10 Compatibility View enabled. Fixed the layout<br>
issues, but broke the text editor just as in your screen shot.<br>

Looks like you may need to run it with Compatibility View disabled, and<br>
live with the minor layout issues.<br>
