[Rtir] Trouble creating incidents

Hi,

Having some trouble creating incidents. If I try to create an incident
from the link within RTIR or from an incident report that was mailed
into the system, most of the time I get no response from the system at
all, meaning that the "Create" link at the bottom of the page is dead.
Now occasionally it does work, but I have not been able to determine
what makes it work for 2 tickets (usually) and then go dead for another
10 or so tickets. No error in apache or syslog. I thought it may be a
permissions issue so I ran "make fixperms" still nothing. I restarted
Apache after each change. I wish I had more information to share.

No clue on where else to look on this, any help is appreciated.
