[Rtir] Constituency field error on fresh install of RTIR 3.2.0rc1 (was Re: RTIR 3.2.0rc1 Available for testing)

Incidentally if I select the "Type:" manually through RTIR's web UI as
"Select one value" I still get the same error in the logs and no ticket is
created.
