In fact there's a new svk-based tool called pushmi, which can mirror a
svn repository, and act as a write-through proxy when users try to
commit to the mirror.

The code is at http://code.bestpractical.com/bps-public/Pushmi/trunk/,
and requires svn 1.4.3 and svk 2.0beta1.
