For what it's worth, this is a process issue and not a technical  
issue.  You're going to enforce that by requiring that code eventually  
be pushed back to the central repository.  If you were using SVN or  
CVS you'd require engineers to commit to the [only] repository as well.

We're new to SVK, and most of our headaches have come around tooling  
that talks to SVN but doesn't play with SVK.  Right now our workaround  
is to do an SVN checkout (generally from //local) when we need to use  
that tooling.
